From the File Explorer:
Click the file/folder you intend to share, right-click it, click share, select who you intend to share it with and what access they should have.
Alternatively, you can select the "Copy link" option to send out a link that grants access instead. Clicking the gear icon next to the "Copy link" option will allow you to specify the level of access provided by the link, who can use it, and even set a password.
