To request files in OneDrive you must use the browser version, which you can access by clicking the OneDrive icon in the bottom right of your screen, and then selecting "View online".
From here navigate to the folder you would like to request files be submitted to, select the folder, select request files, input the email of the people you want to submit files, and then click send.
Everyone whom you selected will receive an email with a link to submit files to your OneDrive folder
